Enable 'relate to' plugin in trac

Description
In followup to the meeting we had in IRC regarding. To enable us to have larger tickets split into smaller tickets the 'relates to' plugin needs to be enabled on trac.

Yay, it works. I'm closing the ticket.
For the record, the plugin is subtickets.
