Corrections to Site Administrator’s Guide

1. "Priviledged" should be "privileged" (there is only one D).
2. In the Dependencies section, the package git-extras needs to be added to the RPM-based section in order for git submodule to work on Fedora 23.

I've spell-checked the entire documentation. Updated branch here:

Regarding that point number 2, I've hunted around on the web and am reasonably confident that git submodule is part of standard git on Fedora 23.
