Document what "Category" options are

This is meta; I was wondering if we could get an explanation in the
Redmine wiki as to what the categories refer to. I get
**Documentation**, **Feature idea** and **Graphic design/UI**. I
don't quite understand the difference between **Infrastructure**
and **Programming**.

Per `#699 </issues/699>`_, I would be happy to document that, if
someone explained the last two to me.

Triage note:

To resolve, create a wiki page on: ​http://wiki.mediagoblin.org/ that describes all of the component tags used in trac, what the state of ongoing work (i.e. when components are expected to be included,) and if the components are ongoing then where the work is being done, who to ping on IRC for help, etc.

I'm going to take on the part of this that is about describing states in the bug-tracker. Someone else will likely need to take on the bit about the big picture roadmap for the features, etc.
