We need to create a new group in the wiki for people with enhanced editing powers. Elrond pointed out we already had a plan for this and to call it "Friends of the Elvenlord". Then he mentioned maybe "Friends of the Goblin" is better.
Anyhow, MediaWiki rights are listed here:

It should have at least suppressredirect.

- What about "upload" and one of the "reupload*" permissions? (Maybe someone wants to upload a small layout idea?)

Adding new groups is done in config (pretty sure I've done it before).
So, the outstanding questions here are these:
- what permissions should FoG have?
- when can someone go fiddle with the config file to build it?

Is it sufficient to make FoG just like emailconfirmed but with uploadaccess permissions? i.e. do we want to give upload access to all FoG folks? How does someone become an FoG?

I created the "goblin army" group earlier this week. This group covers upload, reupload, all the create/editing stuff, and some other things.
Also, I nixed permissions for users. So now you need to be added to the goblin army in order to edit the wiki.
