I can't think of any good reason to allow blank comments, so instead of a dialog box/page, here's a patch that prevents blank comments w/an error message: https://gitorious.org/mediagoblin/mediagoblin/merge_requests/26

Merged into my "reviewed" branch, which Chris Webber will hopefully merge soon.

I've set the version to 0.1.1, as I think, this will go into 0.1.1. Especially, as it's not vital to 0.1.0.
