Description 

We'll need a standard footer for most of the pages. Here's a ticket
to follow progress.

You'll probably want to repeat the top-level navigation in the
footer.

Alright, I've implemented a basic footer. Closing ticket.

If we found out something's missing, or something's wrong, we'll
create a new ticket.
