Allow deleting failed media from processing panel

Description
The only way to delete media that failed to process is to use the gmg deletemedia command. Let's add a way to delete failed media from the user & admin media processing panels.

Marking as "medium" as there's likely to be a fair amount of both interface and backend work involved. An appropriate solution could be to re-use the existing "Delete" interface though, so may not be too much work.
