Description

Using buildout has some problems. So we need to write up instructions in the hacking howto for setting up a build/development environment using virtualenv --no-site-packages.

I threw together a set in 52be418, but haven't tested them. I'll try to do that tomorrow.

We should separate out virtualenv instructions into its own file, since we prefer buildout instructions when possible in the docs.

I moved them to the wiki with a big warning that they might not work.

I think that covers this, so I'm going to close it out.
