Configuration files should mention their _local versions

Description

Configuration files that support _local versions (e.g. mediagoblin.ini -- mediagoblin_local.ini) should contain a comment at the top, mentioning that a "_local" version can be used (and how that works).

Hm, you are absolutely right! Personally I think we could use a lot more documentation around our config files, but this is one piece of low-hanging fruit :)
