Make the base of page titles customizable.

Description
Currently all pages have the "GNU MediaGoblin" title and the GMG icon, so all tabs look the same.
It should be possible to specify a different base for the page titles, so it can be changed to something like "Joar's GNU MediaGoblin" or "OMGMG, a GNU MediaGoblin test instance".
Please note that this is about the base part for all titles, not about different titles for individual pages on the same project.

You are doing great work! I merged it.
There is one issue, which is that we still wanted the
{% block title %}foo{% endblock %}
stuff, we just wanted to change what was inside it. Anyway, I made that small adjustment, merged, and pushed.

Sorry for that. I don't know why, mg failed if I left them. I was probably doing something wrong.
This is a super simple task, good for a new contributor.
