Description 

Comment links need to be changed so they don't expire when the
comment gets pushed to the next page by new comments.

I'm still somewhat wary of this... iterating through all comments
seems like it could be extremely slow once we have enough comments.
And I'm not sure it belongs in the paginator.

But merged anyway. Will ping you on IRC about possible changes
later; I don't think they are high priority and this does work for
now. Merged, closed, and much thanks!
