Create a "No user registrations" mode and make it the default

Description
Per the meeting today, some MediaGoblin users are unhappy with external account registrations causing the following two things:
- Lots of outbound mail, to do email confirmation; and
- Lots of accounts on their site, some of which seem to be used as "link farms" <https://en.wikipedia.org/wiki/Link_farm>.
I proposed in today's meeting that GMG 0.8.0, by default, have public account registration disabled by default, but still allow the administrator to invite users.

I've disabled registrations by default. We don't have a way to invite users other than explicitly creating them an account, but I think this is a good start. No point people having a bad experience with spam.
