I've created a branch that address this (needs to be updated for latest master), but it's not necessarily the way we want to go ahead based on the ideas put forth in #1087 and #1088.

The gitorious branch referenced above is no longer available. I'm using the nocaptcha plugin on my instance, but I'm no longer actively working on a generic solution. So I'm changing this ticket from in-progress to accepted.
Claiming ownership as I'm actively pursuing this.
