Add a stable branch

Description
Add a stable branch, which is basically whatever the latest release is, and update the docs to reflect that for deployment. Also make this the default docs on readthedocs.
Also, send an email to the devel list letting them know.

I've set up master (ironically, not yet stable... I'll wait for the 0.8.0 release on this one) to recommend checking out the stable branch, which I think closes this issue.

I have made this branch, pushed to origin, and made it the default on readthedocs.
The docs do not yet suggest checking out and using stable for deployment, but they will by 0.8.0.
