if you run "make" and it fails to install wheel, you might run "make" again, but it skips the step of installing python packages.

I'm attempting this on Trisquel 8 machine. The issue may be that we are behind an outbound firewall and typically try to work around this by configuring systems to use an http(s) proxy.
