add gnu ftp system to release process — at Version 3

This covers some research and also some tweaks to our process. GNU requires that we push tarballs to their ftp server.

So we need to figure out the following:

  1. how do we get set up with that?
  2. how do we add it to our release process?

Grabbing this one and putting it in the 0.0.5 target.

I didn't get it done for 0.2.1. I'm not going to get it done for 0.2.2 unless somehow I do it this weekend. I'm going to bump it out of the milestones for now.
