Add an "Add Media" Button to the Current Media screen when no files have been uploaded yet

Description
When no media files have been added the user could be prompted to upload some files by displaying an "Add Media" button there.
This follows the ideas of http://emptystat.es

Seems like a good idea, and simple enough execution. Pushed! I'd welcome refinements per Sturm's suggestions but I think this is good enough to close. Thanks sebomoto / Sturm!

I've attached a patch that puts an "Add media" button on the home page when there's no media.
My only concern is that the button disappears after the first media item has been uploaded, and the user is none the wiser that there's an "Add media" button in the top toolbar. Perhaps the top toolbar should be open by default for new users, and then closing it sets a cookie so that it will stay closed. Other opinions?
