Description
No matter what I set the license to it defaults to all rights
Even if the license in my profile still is a CC one

I can't seem to reproduce this.
Can you please tell us some exact steps to reproduce?
Note: The "License preference" in the account settings is for new uploads, not for old.

It does indeed look like xpd259 was expecting that changing license preference changes changed old uploads... but it's for future uploads. We could maybe change the text of the description? Though I think the current text is not bad...
Marking as "worksforme" though... feel free to reopen if wrong!
